I started with a lining from what I think was a cotton/poly broadcloth scrap, sewing boning in the casing down to each seam (roughly, I kinda improvised the boning placement) and then pinning it to the skirt to test the fit

**12x18 is on 13x19 paper and has a 1/2 border around the image**
Main: 100% cotton, lining: 100% polyester
